Illicit Cigarette Sales Rise in the Netherlands

According to Dutch News , sales of illegal cigarettes are increasing in the Netherlands as a result of tax increases.

Every two years, researchers gather empty cigarette packets to trace their origins. Of these packs, 25% included cigarettes that had not been subject to Dutch tobacco levies in 2023, compared to 15% in 2021.

19% of the cigarettes were purchased overseas, according to the report, but 4% were either counterfeit brands or had been smuggled into the nation, an increase from 1% in the previous survey.

The ministries said in a briefing that "criminals are building up criminal assets" as a result of the large earnings they may generate from duty fraud and unlawful manufacturing and commerce. And it makes it possible for them to fund more illegal activity.

Additionally, data from the public health institution RIVM revealed that around 10% of tobacco used by smokers is purchased overseas, either via personal importation or through third-party importation.

Price hikes help people stop, according to a RIVM study, with 18% of subjects reporting success and 28% of participants saying they attempted to quit.

Cigarette prices rose by almost €1 ($1.08) to €11.10 for a pack of 20 earlier this year. The increase is intended to reduce the number of smokers.

Packs of rolling tobacco now cost €24, up €3.60 from the previous price. Increases are anticipated. The current tax on cigarettes is around €7.81 per pack.
