Delaware Joins as the 22nd State to Legalize Recreational Marijuana

Delaware Governor John Carney declared on Friday that he will not veto two laws that decriminalize marijuana use and possession and start the process of developing a market for the drug for recreational use. At midnight on April 23, the possession of up to one ounce of marijuana will be permitted.
Although his opinions on cannabis haven't changed, the Democratic governor vetoed a similar piece of legislation last year, stating that "we've spent far too much time focused on this issue, when Delawareans face more serious and pressing concerns every day." According to a poll conducted last autumn, 60% of Delaware voters are in favor of legalizing.
The state General Assembly approved both laws with majorities veto-proof. House Bill 1 establishes civil penalties for marijuana possession for those under 21 and legalizes the possession of up to one ounce of the drug by adults 21 and older. House Bill 2, which was signed into law on April 26, establishes the framework for the development of a legal cannabis market and sets a 15% state sales tax.
MJBizDaily reports that business licenses might be granted as early as this summer, but the start of sales is uncertain. 30 licenses are allotted to cultivators and sellers, according to the law. Private farming will not be permitted.
Delaware will be the 22nd state in the union to allow the possession, use, and sale of marijuana for recreational purposes. There are legal medical cannabis programs in sixteen other states.
